H (x) =2x^2 +16x + 23 find the vertex and axis of symmetry?

after solving this..can you explain how to graph it? Im having issues with graphing these types of problems. how do you know if the graph is pointing up or down? and how do you find the oints to graph them? THANK YOU ! :)
