Since when did CSA prefer people to come to their own arrangement's?

I know the DSS is changing its policy along with the CSA to try to encourage more communication between parents. It wil mean that arrangements do not Have to go through them but they will get involved if requested. This also means that it will be up to income support claimants to declare the money themselves.....
