Is it fair to ask your spouse to spend their vacation time with in-laws?

My wife has 10 vacation days this year. She is taking 4-5 for Christmas and has 5 to relax this month(August). Is it fair to ask her to spend her limited vacation time with in-laws? Also we have been married 6 years and have never been to visit my family.
