My husband got a huge laundry list of citations on a traffic ticket and doesn't know how to represent his case?

Basically what happened was that he was driving northbound on I95 when some younger guys in a car started driving very slowly in front of him and throwing things out of their windows at his car. Additionally because of the slow speed, he was being tailgated by drivers behind him. So he was trying to get out of the situation and swerved out of the way of this car and sped around it in the right lane. The officer obviously didn't see that part. He was cited for unsafe speed, improper lane change turns w/o signal, aggressive driving, and not having his insurance card (that one was dropped when he went to the JP court). Note, we did live in DE at that time and have only just moved to PA in the last 60 days and do not have PA licenses yet. He believes that he was justified in doing what he did because he felt he was in an unsafe situation, but is not sure how to properly state his defense to convey this to a judge. He was told at the JP court that he had to go to common pleas court. He was never offered the option of paying a fine only. Something else that may or may not be worth noting is that he drives a Mustang GT, which probably doesn't help his case all that much. He's never had a ticket in DE before and had a couple tickets in PA all over 3 years ago, but doesn't think he has any points on his license. How should he proceed? Does he need a lawyer? He doesn't want to get one if he doesn't absolutely have to because of the expense.
