Where do i find a sanchez on gta iv without cheats?

vehicles just show up randomly from what i've seen. I was searcing for a sanchez to get the wheelie rider achievement, and i basically just had to wait. once i got one, then i drove down a street that had like 6 of them just parked on the side. seems to happen a lot in whatever vehicle you drive.
