How tagging in web 2.0 works?

Most of the web 2.0 sites (del.icio.us, flicker etc.) use tagging for users to categorize the content and allow for easier searching. How does the underlying technology works? How these are stored in the database and how are they shown in the tag cloud? What is algorithm used?
